it's been there since 2018.

the 2025 change rewrote the entire section but no rights changed.

You can decline this Agreement to Arbitrate–and no other provision of these terms–by emailing an opt-out notice to arbitration-opt-out@discord.com within 30 days of September 29, 2025 or when you first register your Discord account, whichever is later; otherwise, you shall be bound to arbitrate Disputes in accordance with the terms of these paragraphs.

Canadian citizens are now now also included in arbitration where it was just U.S. citizens and they added a fuck load more definitions where there were not previously.

Probably missing a lot of tiny details, but it's basically the same.
