"ready to use" items, which are literally modding

and "curated" items, which are for stuff that the game developer puts into their game directly and then usually charges money for and then gives some percentage of the money to the person who submitted the item

the steam workshop is, at its core, a fancy way of sharing a folder.

technically it's a very similar fancy way of sharing a folder to how games are distributed on Steam as well.

it's up to game developers to connect it to their games. the API isn't hard to implement, but it is up to the game developer and not up to the platform whether the game supports Steam Workshop.

the reason for that is very simple: the game needs to know how to load the mods.

you can't just throw random files into a random game and expect it to work, certainly not if your goal isn't giving people viruses.
