To be fair, the killdozer never killed anyone, and there's not much evidence that it was intended to.

given that the guy had multiple guns mounted in the vehicle i have doubts that he wasn’t trying to kill people

So I went ahead and looked up more: I hadn't seen that in the Wikipedia article, nor did I see anything for guns in the pictures of it.

On closer look, he had a couple rifles and a porthole he could open to shoot out of, but there isn't any mention of him shooting at anyone, only of him shooting at the gas-tanks of one of the buildings he was targeting.

The people in the town seemed divided, because some were saying he wasn't trying to actually kill anyone and was focused on buildings, but others were pointing out that if he didn't want anyone killed he wouldn't have endangered so many people.

That said, there's not an incidence in here of him shooting at or pointing the vehicle directly towards a person, only buildings.
