guns are heavily restricted in my country - cameras much less so; but in a society with high levels of both surveillance *and* sousveillance from all corners I've always treated a camera as potentially as powerful as a pistol (being aware of the surroundings *is* important as they can be easily used to identify the location of the photo even if no GNSS data is stored alongside it).
