1. assume every camera has film unless you personally verify otherwise
2. never point a camera at something you're not willing to photograph
3. never put your finger on the shutter button until you're ready to take a photograph
4. always be aware of the subject of your photograph and what is behind the subject

guns are heavily restricted in my country - cameras much less so; but in a society with high levels of both surveillance *and* sousveillance from all corners I've always treated a camera as potentially as powerful as a pistol (being aware of the surroundings *is* important as they can be easily used to identify the location of the photo even if no GNSS data is stored alongside it).
