I just realized that fedi already has all the infrastructure for "starter packs": We'd just need to create CSV files to be used with the follow import feature.

@GoodNewsGreyShoes It is actually pretty easy - the format for the follow import list is a plain text file. Akkoma exports it as one account per line, listed like an email address. While this isn't the exact same format as Mastodon, it has so far always worked to import the Akkoma export on a Mastodon instance.

@GoodNewsGreyShoes The user wishing to import the list can do it through the existing follow list import feature.

@GoodNewsGreyShoes I think it's probably not too hard to write such a file by hand, especially if limiting oneself to a few dozen accounts.

@GoodNewsGreyShoes Formatted as email addresses. So mentions without the leading @.

@LunaDragofelis
that's why i find the drama around it so funny

there is no moderation by the people on it possible with csv lists, unlike a native starter pack feature

I'm surprised nobody has done it yet, honestly. Creating plain text files in the needed format isn't particularly difficult and could even be done with a simple text editor app on a phone.
